TMN has secured a grant from Business Environment
Strengthening of Tanzania (BEST – AC) to conduct a study to assess the existing
arrangement under COSOTA in collection of music royalties and use the findings
to provide clear and precise recommendations for appropriate interventions to advocate
for change in collection system for the music industry growth of Tanzania.
The objective of the project is to
initiate appropriate interventions that will support the Tanzania music
industry to create the much needed jobs, subsequently taxes flowing back to
government and enhancing the image of country built up from the talented
artistes from institutionalized support for the industry.
The Project will specifically carry
out a study to assess the legal framework regulating the distribution of
royalties to musicians and other owners of copyright in works and all matters
connected thereto and provide a report with recommendations. The report will be used to engage with
government to address the inefficiencies established with a purpose to strengthen
the musicians' bargaining power in controlling the usage of their copyright.
The project is aims to examine the music industry landscape
and the struggle on copyright protection, combating piracy, legislative
instruments to implement copyright and managing music rights; mandate,
transparency, fairness in collection and timely payment of royalties to
artists. The purpose is to seek
government’s support to have clear distinguished roles of the Copyright Society
of Tanzania (COSOTA) as a Government copyright office from that of collecting
organization. The project should identify the important stake holders in the
industry such as Publishers, Distributors, Manufacturers of musical works,
lyrists, arrangers, producers, executive producers and such others and their
roles in the Royalties payment chain.
